The collection
of subscriptions from
subordinate officials
to defray
the cost
of
testimonials and presentations to superior officers is prohibited", and
Colonial Regulation
No. 421 was
to cover the
intended

There is
no
objection
to officers receiving personal gifts from
fellow officers with
whom they
terms of intimacy and friendship
on
such occasions marriage etc., but it is undesirable
that subscriptions should be asked for to defray the cost of valuable presents
to
a Government
